Yes there is.
SI does not permit the attaching of qualifiers to the unit of a
measurement. The qualifier belongs with the name of the measured
quantity, not with the unit.
The reference should read "The equivalent CO2 emission is 25 Gg" or
"The emission is the equivalent of 25 Gg of CO2" but
NOT "the emission is 25 GgCO2e".
