Computer controlled machine tools can easily cut parts to 25.4 mm with 
tolerances to fractions of a  mm.
I’m certain, without direct proof, that many factories in China use them.

I believe that they manufacture primarily in SI Units of Measurement!

Great idea for China and any other SI country to stop pandering to US 
stuck-in-the-muddiness.  It may make sense for foreign manufacturers to 
continue to manufacture in inch-pound for a while so US sellers can change 
their packaging, etc., but it is incredible to read that Chinese publishers 
drop down to using inch-pound in their own documents, even if they are in the 
English language.  That's really stupid.
