Actually, it would not. The reason is that MTAs actually should refresh the
policy proactively before it expires, provided there's ongoing traffic to
the policy domain (recipient domain or smarthost). The details of the
timing are implementation dependent, but the idea is to keep the policy
"warm" rather than let it expire and start cold.
If the id has not changed, the policy does not need an ASAP refresh, and
can be refreshed on the more leisurely proactive schedule.
