There may be some context here that I'm not aware of so I'm not commenting specifically on this document.

But in general, IMO the first request should generally be to the original authors to see if they're willing to update the document WITHOUT taking on a co-author.   Appointing another co-author, or having a new author appear to appoint him/her-self, can be extremely rude.  Co-authors need to be able to work together, and there can be significant conflicts between co-authors who would otherwise work just fine together in the context of say a working group.   Also, because co-authors have the ability to update the document in the I-D repository, a great deal of trust between co-authors is needed.  This is particularly important for security documents because there is a history of security proposals being weakened by bad actors.
