I believe that you can change the way that the X server interprets the
interrupts that the mouse sends in the XF86config file.  This is only a
hunch since I made my wacom tablet work that way, but I had to define what
actions do what (ex the eraser on the pen means erase).  I would start
looking in the XF86config file and see if something stands out.
