Ya, it will, check *all* the connections mentioned.

More brainstorming:
check power strip is plugged in
make sure case cover was put on properly -metal not touching any components
make sure the outside case power button actually pushes the inside case
button
make sure these control wires are still connected to the motherboard
make sure you didn't plug any data (IDE, floppy) cables in backwards (red
wire connects closest to power connector)
make sure the outlet has power
make sure the motherboard battery didn't come out/off
make sure you didn't accidentally remove any jumpers that may be trying to
run your processor at a speed it wasn't made for
