There should be a light on the motherboard somewhere that's always lit
up (usually there is).  Also, the all modern NICs will link, even when
the computer is off.

I find that unplugging the power supply for a while helps.  It
discharges the internal switching circuitry.

Also, start pulling i/o cards.  Unplug all the drives, pull the ram.

This happened to me, and a combination of all these things brought it
back to life.  I doubt that anything is burned out.
