What you want to do is put the following in your sources list:
rpm ftp://apt.unl.edu/apt/ 7.3 kde3 kde3-extras
rpm-src ftp://apt.unl.edu/apt/ 7.3 kde3 kde3-extras

If you want to get KDE 3.1, you'll have to put in kde3-test along with
kde3 and kde3-extras.  Right now the stable build is KDE 3.0.5a, and KDE
3.1 is scheduled to move into stable this weekend or next.  For more
