This is kind of shooting in the dark as I haven't used solaris in a
while, but some folks will mount a ram based file system (like tmpfs in
linux) on tmp to make tmp file access faster. Usually you limit the
amount of ram and swap that such a file system can use (so someone
downloading an iso to /tmp doesn't run you out of virtual memory). Looks
to me like you've hit that limit.

Since many programs depend on using tmp files, logins failing doesn't
surprise me.

If you can get access to tmp, you may be able to clean it out and see if
it helps. Otherwise, switching to single suer mode or rebooting will
also probably work.
