Well, I've always been able to hit the sleep button on my laptop
(Compaq 1800 series, at different times running RH 7.2, 7.3, 8.0
and Gentoo 1.2) and have it work well. But it sounds like that
isn't working for you, so that probably doesn't help.

Does your kernel support APM or ACPI? That may make a difference
on specific laptops, and I don't believe the kernel allows you to
compile in both at the same time.
