Have a look at /etc/fonts/fonts.conf, particularly the directories
part.  Note that when you add fonts globally, it's a good idea to run
fc-cache.  Sometimes I have to run it as a local user too to see the
fonts.

I believe that the font path in the conf file is recursive too, so it
will pick up any subdirectories of /usr/share/fonts for example.
