If you already have a working uml kernel, just run uml-builder
(http://umlbuilder.sourceforge.net).  It currently doesn't support rh9,
but it will do rh7.3 and rh8 and I have a partially working rh9 profile
for it.  Then install apt-get on it and you'll be in business.  I almost
have it all working, except that I'm having some problems building my
kernel and the prebuilt ones segfault.  

By the way, umlbuilder supports 17 different rpm-based distros.
