So have you looked at gramps for open source geneology?  I'm pretty sure
it doesn't do the database thing that you are talking about, but it's a
pretty good PAF replacement (though a little buggy it seems to me).  It
even has LDS ordinance stuff.  I think the database idea is probably a
really good one for collaboration, but cvs (or subversion now) might
work really well too.  Either way each family would need someone to set
up a server that they could all connect to, but with cvs you _have_ to
connect to the server everytime you sit down to work on your geneology,
which might be nice.
