Basically, I've got some nice hardware hosting some web  sites that do
not require nearly the space or power the server provides. I'd like to
use that server for other things. I have a cheap box that will easily
handle the sites in question. I want to move all the accounts from one
box to another. If I can move files and maintain permissions, I'd be
elated -- but I'd be happy if, at least, I didn't have to recreate all
the usernames/passwords, groups, etc.

Be more specific about what you want moved.  /etc/passwd, /etc/shadow
and
/etc/group contain the passwords and group entries.  /home has all the
home
directories.
