For those of us (me) who don't know what exactly it is you're talking about, what is CSS2 and CSS3?

Actually, because of MS integrating IE into the OS, and discontinuing it
as a standalone product, expect new features and innovation to pretty
much stop in IE.  Because it's no longer standalone, we have to wait
until new versions of Windows to get any major features.  Since the
majority of the world (dispite MS's efforts) continues to run 98 (and
now XP -- who is going to change from that in the next 3 years?), we're
stuck with IE 6.0 for several years at least.  I expect that lame
plugins in the form of flash etc are going to be introduced by venders
to pick up the slack.  While this is bad news generally for the web, it
provides Mozilla with an unprecedented opportunity to not only win the
browser war, but to really innovate and become the leader in web
technologies.  Since it is a standalone application, it is in a
possition to be really innovative.

The downside to all this that we can't expect any mass adoptation of
CSS3 or any of the other cool technologies for years and years, since IE
7 won't be available until longhorn (at least a year away if not more),
and since most web developers will target IE 6.  Kind of sad.
