This is because some weeks ago the FSF site was compromised. Because
they were unable to verify that certain files were not altered (trojans
added, etc.), they decided it was safer to remove them until such
verification could be made. If you are certain of the date that you
downloaded emacs-21.3-fullbin-i386.tar.gz, they would no doubt be
interested in an md5sum of it to verify that their copy is still safe.
