Just a personal rant here, but I give it as my opinion that simply
possessing a mod chip should never be an offense, criminal or civil. 
Selling such chips (under the terms of the DMCA) could be a civil
offense but should never be criminal.  Imagine if every home had a
locked room that you owned but were never allowed to enter and the key
was illegal to obtain.  What ridiculousness.

I believe that if you can find a mod chip, it won't inhibit the playing
of signed games because the chip can be removed.  Unfortunately, I
believe the number of chip sellers is very few right now.
