I think you might get away with 2.4 kernel, especially if you've had it
working before.  You definitely need acpi I think, but you already
figured that out.

What you need now is the CPUSpeed program.  I looked on its web page and
it says it can work on 2.4 or 2.6 kernel.

P.S.  An alternative to CPUSpeed is cpufreqd.  You might like that one
