Most of the responses have mentioned you'll need a database, web server and scripting language. Many have recommended php, and I second that opinion.
If you'd like to dive in to php, you may wish to subscribe to the uphp.org mailing list -- lots of folks on the uug list are willing to help, but occasionally there are some complaints if it get's too web-development-centric. But on the uphpu list, we live for this stuff, and never tire of newbies!
