I don't think your savings makes a huge difference in your EFC (though
I'm sure it makes some).  It seems like your income has a bigger
influence on it.  Maybe if you've got more than a few thousand in the
bank (enough to pay for school) they wouldn't feel a need to add to
that.

The theory is to give you what you need to make up the difference.  It
works pretty well, I get Pell, don't blow my cash on stuff I don't
need, and break even in the end.
