InkScape seems to work pretty well -- the best so far.  BTW, this is
for a LaTeX document.  Even though pdflatex can use png's and jpg's, I
really like the quality of pdf and eps images for charts and graphs.

I've known about InkScape for a while, but never used it.  Thanks for
recommending it to me.

Inkscape rocks. Supposedly it's PDF output isn't quite stellar though
(don't use it much). The Inkscape developers are currently recomending
using Scribus to export PDF if Inkscape doesn't work. The next version
or two of Inkscape will have the PDF export fixed.
