Thanks for all of the input. When I talk one of the apartment managers I'll lay out a few options.
I'm thinking the WRT54GS-TM because it's good enough and it's cheap. Or the Asus RT-N16 because it looks freaking amazing, but is more expensive. I'd also like to set up a paid print queue. It looks like the best (free) solution would be to use CUPS with Ruby, Mechanize (wrapping cups), and Paypal for the P.o.S. system and part of PyKota to get an accurate page count.
