I have a friend who posed this question to me, was hoping someone with a little 
more experience may help me answer.

"I have been doing a little work with the people in South
Africa using ArcGIS. They mostly use it for mapping the locations of the
dwellings that are in the surveillance site. That is, they project an
aerial photo of the land and layer the XYs of the dwellings on top. Up to
now, we have used .tiff images as the aerial background. But, these photos
are outdated (ca. 2001). We are trying to obtain new images, but they are
extremely expensive. However, we found one government office that is
willing to give us .pdf images of the land for free.

And this brings me to my question: Do you know if you can use project .pdf
images in ArcGIS? If not, is there a way to convert .pdf images to .tiff
images for use in ArcGIS? Or is there some information in "original" .tiff
images that would be lost if we obtained them from .pdfs?"
