Photos may or may not have been degraded in conversion to pdf, but photoshop or gimp (which is free) can convert them to tiff without loss of resolution. Tiff might be the best choice, but png or jp2000 might be better. Look at compatibility and file size. The greoreferencing toolbar in arcmap is handy.

The PDF situation is messy. Arcmap exports pdfs but cannot read them. It exports georeferencing info, but who can read it/ There is a geoPDF format and a free AdobeReader plugin for it, but it is proprietary and incompatible with ESRI.
