Looks like this is just totally busted: once the element has been
reconfigured, all writes to it (including the one done as part of the
reconfiguring) leave it unaliased. Hacky fix up at
https://codereview.chromium.org/1224343003
but should be refactored. For some reason the ::GetImpl methods take
handles while the ::SetImpl methods do not.
