For starters, you could consult the wiki for documentation at https://github.com/v8/v8/wiki or the reference documentation (a bit deeper, once you know what you're looking for) at https://v8docs.nodesource.com/.
The V8 bug tracker (issue list) is over at https://bugs.chromium.org/p/v8/issues/list. Once you find something you wish to work on, I'd suggest that you start hacking on it and ask for help here if you get stuck.
