Hello Check the versions, Vagrant 2.0 and Virtualbox 5.1.30 works fine.
the error is coming from Virtualbox, so will be good to test if you can create and boot a VM directly on Virtual box. If you open VirtualBox gui, try to stop/start the VM created by Vagrant. any error?
