Create your Tabs and Pull-downs to create your structure, then add Maps to the structure. Then start a new game, populate the maps with your pieces, save the game and load it as a predefined startup. To gt rid of the Map toolbar completely from each map, just delete the 'Image Capture Tool' component, and change the 'Make pieces that move (if they possess the proper trait)' option to Never.
