Oh, if it where only that simple. This discussion comes up a couple of times a 
year.

You are probably looking at many man-months of full time work to implement a 
full XML in/out interface for all components and traits, a work that adds not 
one single feature that VASSAL end-users (as opposed to module developers) will 
use. 

As nice as it might be, it is extremely unlikely to happen.
