I believe that the default for VASSAL is 256mb already, so it's set to use all 
that Whit has to offer.

Whit, adding RAM is the cheapest and easiest way to improve performance on your 
PC.  If you go to http://www.crucial.com/ they have a tool that will look at 
the RAM that you have in your computer (and how many slots are being used) and 
then offer compatible RAM that you can order right there (or jot down the 
name/number and shop around - but I think they have some great prices).  I'd 
look to bump up to *at least* 512mb, or even better, a gig of RAM if your 
system will take it (and depending on your budget of course).
