  Ok. A button has to have text to be able to be added to a Toolbar anyway, so
  that will solve your issue as well.

  We are talking about the same thing. I call the current File and Help menus 
  'drop-down' menus.

  In one of my modules, I took all of items that hardly ever get used and
  added them to a Toolbar menu with a button that says 'Other'. This worked 
  well for me, except for the fact that Module component buttons can only 
  be added to a Module toolbar menu and Map component buttons can only be
  added to a Map toolbar menu, so I had to have a second toolbar menu on 
  the map called 'More' with the map items.

  I can see the advantage of being able to create main menu items that can
  hold both Module and Map items. Solving this would probably also allow Map
  items to be added to a Module level toolbar menu.
