Im not proof positive as I rarely use Private windows but it should work just like a Players Hand window which I use a lot.
Just because the owning player opens the window does not make it appear for other players to see - but Yes they can see it if they want to. Any player should be able to see the window if they themselves click the button to open that window - however when testing you can only view the window of the side you joined - start a second session to and join as another side to enable viewing, The engine needs more than 1 player present for this to work it seems. As an alternative during testing you can create a solitaire player which has access to all windows Second part - I think it should be possible with a triggered GKC - report, really depends on your module structure how to put the mechanism together - if the cards are stacked together, snap to a grid, in a zone etc..
