What ISPs are we talking about here? Sounds like something you should certainly be taking up with them. They are denying you legitimate service, if they filter your content, they shouldn't call the connectivity they sell internet connectivity, since it is an undocumented subset they give you. If that was happening to me, I would be jumping up and down on their support 800 number saying that it is unacceptable.
To get around that on the server side, they would need to know which ports are being filtered. There are probably problems using ports lower than 1024 due to security considerations on the *NIX server. They could perhaps use the IRC ports which shouldn't be blocked, 6667, but that might be blocked on other users work firewalls if they are permissive, just blocking 'bad' ports.
