You could ask if they're aggregate shaping, or per-user.

If they're just saying "x Mb/s of 'p2p' traffic allowed on our transit 
pipe", you haven't got a hope in hell, statistically, of getting the 
tiny VASSAL traffic through against the people doing actuall file-sharing.

If they're saying, for example "each 2Mb/s user is limited to 128Kb/s of 
'p2p' traffic", then I'd say something's not working as intended - 
unless you (or someone else in your household, if applicable) is 
genuinely file-sharing at the same time.

Shaping to *zero*, ie blocking, seems a bit extreme.
