To create a scenario file, you start a new game, set up the conditions/parameters of the scenario such as forces position etc. then retire from the side and save the game. Then you can add the saved setup through the vassal editor

On to new dumb questions: How do you create a scenario file? Is it a free-standing file or part of a module? Is there a standard file extension (.sce?), and if so, does it matter? Does saving a game as a .sav file make any difference? Is there any way to start a module directly? By using a batch file? Similarly, is there any way to start a scenario or saved game directly?
