This is the hardest part, coming up with a VASSAL mechanism that can achieve 
these goals in a simple fashion.

It can be very difficult for developers to come up with mechanisms to implement 
features that we do not use/need/have interest in ourselves. If you can come up 
with a good idea, we can then talk about the technical implications of 
implementing it.

Let your imagination fly...

How might this be implemented?

Don't worry about how hard or easy it might be to program; how would like to 
see these sort of feature working in vassal?
