Hey, I'd love to help out with your request, but I think I'm still not 
understanding your request. If you want something to be only visiable 
by a restricted set of players, you can just script it into a hidden 
window that only those players can access. I'm not sure what your 
intent for the hidden panels or charts are, so it's hard to come up 
with a solution for your question.
