Thanks!  I like your suggestion, but ideally, all the cards of each of
the 12 decks are always in them if they're not in someone's hand or
play area.

So, for example, I draw Apple off the A deck, and interact with it as
appropriate.  Then I discard the Apple to the bottom of the A deck,
and the next player plays a card that allows her to search the A deck
for anything she wants - she's after that juicy Apple I just discarded.

I could do it as I described, or as you describe, which certainly
sounds a little more elegant; however, that still leaves the players
having to move cards all over the place when all they want to do is
discard to the bottom of the correct deck, which is the usual behavior
in this game.  In fact, in this one, you always discard to the bottom
of the respective deck.
