That was it. In the end I was able to make it work just by following the
docs at
https://www.virtualbox.org/wiki/Linux_Downloads

wget -q https://www.virtualbox.org/download/oracle_vbox.asc -O- | sudo
apt-key add -
sudo apt-get update
sudo apt-get install virtualbox-5.1
For some reason on my 32-bit install had wrong, contradicting info on
/etc/debian_release
and the rest. Not sure how that happened, but it's too late now as I've
updated to the 64bit build of Mint 18
