I don’t know if I can help, but I will try.

From what you are writing some things are not clear to me so please answer some 
questions first:
- What version of Virtual Box are you running?
- What host OS?
- Do I understand correctly that you are running Ubuntu 16.04 as the guest (VM)?
- Did you install the Guest Additions into the VM? To do this click “Insert 
Guest Additions CD” from the VirtualBox Menu/Devices. Ubuntu will recognize it 
and ask if you want to install it, at least it should.
- How did you add the filter to the VM settings?
- What message does it give when it aborts during startup with the checkbox 
checked?
- When you check the filter box with the VM is running does it shutdown the VM 
or just do nothing?

For your information: 
- The only software that must be installed in the host OS is Virtual Box and 
the Extension pack. You will need to install the Guest Additions into the VM 
before it will recognize the memory stick.

- The filter is not active unless it is checked so if it is not checked you 
will never see it in the VM. 
- If the USB Flash memory is inserted into the USB port before the VM starts 
then it will be captured by the host OS and you will not see it in the VM 
unless you eject it in the Host then the VM may see it or you may have to 
remove it then reinsert it.

I am running OSx as the host and Ubuntu 14.04 so I can’t speak for 16.04, but 
in this regard it should be the same. To add the filter I insert the USB memory 
stick into the USB port then in the settings for the VM under the Ports/USB tab 
I click on the + sign on the right side of the window and select the device 
from the list. If it doesn’t appear in the list then Virtual Box isn’t seeing 
the memory stick at all and you have to solve that problem first. Now the 
filter should be installed and checked. Eject the memory stick from the Host 
OS. Now start the VM. It should start normally. Once it is running insert the 
memory stick and the VM should see it, at least that is what happens on this 
system.
