I don't think this is what he wants, since he states that "anybody
could install a new guest os and then do networking". So, what he
wants is a install of VBox that, CAN'T do network (even if one wants
it to be enabled).

Completely right.
If so, that would involve recompiling VBox from sources, and disabling the appropriated parts. If you are lucky they might have a switch like WITH_NETWORK or something like this, if not, it would require a lot of work on your side.

I though to do that, but I was figuring out how it would be possible without handling source code.

You want achieve something like that :
Host has network connectivity , but nobody is able to create guest system with network connectivity .But if someone has physical access to host (keyboard /cdrom /network) he can do everything . Install another virtualization soft / or even other host OS .
