Board Report

We owe the board a report on the project.  I will create a dir in the  
svn tree and add a report that we will post to the Incubator PMC.  At  
this point its been mostly administrative items that I think are now  
mostly complete.

Our next step is to start bringing in the code, updating copyrights  
and getting organized.

Once we have the thumbs up from the Apache Secretary we can begin that  
process.   Let the games begin .
