Make sure to follow the upgrade notes from trunk:
https://svn.apache.org/repos/asf/incubator/vcl/trunk/UPGRADE

The limited admin access for "admin" user is a left-over bug from the
default 2.2.1 install. Importing the update-vcl.sql should fix this,
at step 3.

The trunk code likely has some minor bugs in it but for the most part
is still usable.

We're pushing hard this week to test, fix and get a release out.

Let us know if you run into more issues with your 2.3 test.
