I looked at ioprocess Python code, it is indeed started there, and of course it 
does not use taskset. Since this code is not part of vdsm, we cannot do 
anything about it vdsm now.

I think we can live with ioprocess in the same cpu as vdsm for now, as it is 
not cpu bound.

To fix this issue, we have to fix ipprocess to reset cpu affinity, and require 
new iporocess version.

The long term solution is to embed the code for running iporocess into vdsm - 
we should have have additional python code that we do not easily control in 
vdsm. It does all sorts of stuff we do not like to do in vdsm process, like 
keeping one thread for each ioprocess process.

So vdsm is working for me with this patch.
