I don't see why a customer would ask to disable direct scanning. The only 
reason to add a configuration is to have an easy way to revert this in the 
field, in case it cause major trouble, but I don't see a need for this in this 
case.

So lets simplify and enable it without configuration, on the effected platforms.

Please also updat the commit message to explain:

- which platforms are effected by this bug
- the libvirt bug url for this issue
- why we need this workaround
- why using this config is a workaround and not the correct solution
