Patch Set 3:

I don't see why to make it configurable per-VM unless someone explicitly asks 
for that.
but I agree with Nir that it is more like a cross-hosts configuration and as 
such it makes more sense to me to have a config value in the engine (with 
no-UI, just to expose it in the engine-config, and send it to VDSM when running 
the VM)
