Patch Set 4: Code-Review+1 To clarify the last Tomáš's comment: We primarily care about small VMs. There is a good probability to catch at least some iterations with them so the algorithm should generally work on them. As of my concern about continuous but too small progress without reaching the desired amount of memory, it's more likely to happen with large VMs. But we don't care about them that much as their migrations are expected to take long time anyway. So this patch should correspond to our goals.
