As we support 'vcpu-pin' to take advantage of localization. we pin emulator
for the same purpose. In my opinion, for SLA, if we pin all low privilege
guests(their vcpu and emulator) to specific core, it reserves CPU resources for
high privileged guests. Correct me if I'm wrong.
