This is just a step to introducing new code and as I say in the commit message
the removed code became useless.
I cherry-picked "testSetupNetworksAddDelDhcp: Extend to also consider DHCPv6"
to the tip of this ("network-tests") topic and the test was able to run even
with NetworkManager around.
