I've gotten this but I can't exactly remember how I fixed it. I would try: Reboot, Delete everything in C:\Program Files\Veritas and run the .msi installer file not the setup.exe

Strangely enough, i've tried installing NBU6.0 client onto it and it went through but when i tried to upgrade it to NBU6.5, it failed with the same error message.
